President's Message

Dear SCCHA Members,

As we step into this holiday season, my heart is full of gratitude for each and every one of you.  December gives us a natural pause-- a moment to look back at the experiences, friendships, and shared passion that make our association such a special place.  I truly cannot thank you enough for the warmth, generosity and spirit you bring to our SCCHA family.

Holiday Gatherings & Good Cheer

Our holiday celebrations are always one of my favorite times of year.  It's such a gift to gather together-- sharing food, stories, and the simple joy of being in each other's company. I hope you'll join us as we wrap up the year surrounded by the wonderful people who make this club feel like home.

Please join me at our Holiday Party and Board Installation Saturday, December 13th!

The party will include a cocktail reception, silent auction, dinner, music and dancing, and the Board Installation for 2026.  There will also be a special Honorary Member and Lifetime Member celebration.  RSVP and tickets are required in advanced. Please see the flyer below for more information.

Rural Zoning Ordinance is Reset!

November 18th - Sitting in the County Board of Supervisors Chambers and listening to citizens bring their concerns and perspectives forward on many important issues was an incredible window into democracy. Our particular item, Agenda No. 9 passed unanimously thanks to the efforts of so many in the Rural Zoning community. For weeks, we heard from winery cultivators, farmers, equine facility owners and educators, city development teams and economic planners. The community explained that the proposed ordinance would not help agriculture but in fact cause irreparable damage to businesses and livelihoods. Beyond grateful to have Supervisor Sylvia Arenas voice join with ours in requesting an official Rural Zoning Amendment Reset. The Board of Supervisors, the Planning Commission and the Department of Planning and Development Staff under Jacqueline Onciano will be working in tandem with agricultural stakeholders. For the meeting, Dana De Frates made signs for us to hold up high! Hallie and Michaella Bigliardi, myself, Stephanie Rocha, Laurie Bishop Holderman and Dana were in-person (along with Katja Wick taking the photo) while Stephen McHenry called in over Zoom.

Here are their powerful testimonies in advocating for workable equine ordinances!

Hallie Bigliardi
I am Hallie Bigliardi, a certified equine guided educator and coach.Anxiety and depression are on the rise. Screen time addiction and over exposure to technology are hijacking the health of our community. Horses can help us heal. Spending time in nature around horses is the quickest, most direct route back to a coherent nervous system, to a sense of
calm, and to regaining our resilience. The health benefits of horse activities and equine therapy cannot be overstated. Horse-related methods provide results where other methods fail. Over the past 30 years, access to horses in Santa Clara County has declined sharply. Horse keeping is increasingly difficult and costly, and many stables have closed due to the existing code restrictions. The proposed draft will make it even worse. Please protect existing horse facilities. Please make legally keeping horses easier and more affordable. Please write amendments that encourage and increase accessibility to horses and horse programs, not restrict it.

Michaella Bigliardi
My name is Michaella Bigliardi. I am here to advocate for livestock - subcategory horses. Horses are livestock - they are 1,000lb. animals that don't fit in our homes and are expensive to keep. If removed from agricultural land, where are they supposed to go? They belong with the land and in the community. Boarding facilities allow the community to access horses - they give me access to horses. Horses teach children confidence, responsibility, perseverance, resilience and how to care for another living being - one who doesn't have a voice. Stopping current Rural Zoning Amendments and going back to the community gives us a voice on behalf of them. We want to work with you and preserve agriculture and the future of our equine community.





Hoof Beats Holiday Party:   

Calling all the Junior Members - this party is for YOU!!!  Bring your siblings and parents!!   Come do fun crafts, and join in a potluck.   The older Juniors can help to younger juniors too....  

We'll also have a gift exchange.  If you bring a gift, you will get a gift.  Have them unwrapped.  Clean used or new, kid appropriate gift exchange.  We'll draw numbers and determine who picks from the gift pile first.

Well 2026 is starting to take shape with events and a new board.  We need you to help make events and volunteer to make them successful.   Contact any board member to propose and event - let's make it a fun year full of activities and equine community events.

We thank the 2025 Board for their dedication to the club, membership, and community.  We hope to see you at the Holiday Party December 13 where we give thanks to the 2025 Board, welcome the 2026 Board, and announce honorary and lifetime members.

The Vartanian Family

Hello, we are Erik, Liga, and Allie is our 9 year old daughter.  Erik grew up in San Jose/Cupertino while Liga grew up in Latvia.  We have a young dog (Border Collie) named Jade that we love.  Allie has been riding horses since she was 5 and absolutely loves everything about them.  She has ridden English and Western, but she just wants to be near any kind of horse and take care of them.  We are very excited to join the Horseman's Association!

November 21, 2025

CTO at 8:13pm by Linda Carcione.  Linda thanked the Board for preparing tonight’s Thanksgiving dinner.   She thanked Jim and Kayla for bartending.  

Stephen McHenry led the Pledge of Allegiance.

TREASURER’S REPORT:  Yvonne read the October 2025 Treasurer Report. (see Treasurer’s report)

SOCIAL:  Jennifer reminded everyone that the Installation Dinner will be December 13. This is a catered event, reservations are required.  Please reserve online by December 6.  Also, now is the time to think about any donation items for our Silent Auction.

EVENTS:  Installation Dinner December 13.  Hoofbeats Holiday Party is December 14.  Crafts, potluck, gift exchange.

PublicRelations:  Rachael thanked the community for helping to host the Amendments Meeting with the County.  The County has asked to return next year.  

Fellowship and horse advocacy is happening!

What we have heard from the County is that they are revisiting some of the mandates, after hearing from the community.  Silvia Arenas (our District Supervisor) has announced that there is now a referral for a County-wide re-set.  

Many community members gave feed-back, so all 5 Commission members agreed to re-set.
